On Sept. 24, Kobe University and the Ministry of Education and Sports in the Lao PDR have concluded the Memorandum for Matching Scholarship of the Strengthening Higher Education Project (SHEP). Under this scheme, Kobe University will accept students from three national universities; the National University of Laos, Champasak University and Souphanouvong University, with financial support by the Asian Development Bank (ADB). The signing ceremony took place at the Ministry of Education and Sports in the Lao PDR with attendance of Dr. NAKAMURA Chiharu, Executive Vice President in charge of International Exchange at Kobe University, and Dr. Phonephet Boupha, Director General for the Department of Higher Education of the Ministry of Education and Sports in the Lao PDR. Dr. Boupha signed the memorandum which had been pre-signed by Kobe University President FUKUDA Hideki. The signing ceremony was also attended by Prof. OGAWA Keiichi, Graduate School of International Cooperation Studies at Kobe University, Prof. MITSUHASHI Yukari, Deputy Director for the Office for the Promotion of International Exchange at Kobe University, and Mr. Nigel Billany, Team Leader for the Strengthening Higher Education Project in the Lao PDR.

Through this agreement, graduate schools at Kobe University will accept Laotian students as regular degree-seeking students. Students from the Lao PDR include staff/faculty members of the national universities and government officials who are recommended by the Department of Higher Education of the Ministry of Education and Sports in the Lao PDR under the SHEP. Kobe University is committed to strongly support further advancement of higher education in the Lao PDR, and to foster human resources who will be playing important roles for future development of this country.

In the following meeting with Her Excellency Ms. Sengdeuane Lachanthaboun, Deputy Minister of Department of Higher Education of the Ministry of Education and Sports in the Lao PDR, Dr. Nakamura introduced a long history that Kobe University has been accepting a total of 66 Laotian students since 1996, and enjoying a firm and an active exchange history with the Lao PDR. The inauguration ceremony of the Kobe University Alumni Association in the Lao PDR on Sept. 23 was also referred during the meeting. Her Excellency Ms. Lachanthaboun extended her appreciation and expressed high hopes for further strengthening of academic partnership with Kobe University. The meeting concluded with the firm commitment by both parties to further collaboration in academic exchange as well as educational programmes along with the SHEP.
