What is "Security Export Control"?

In order to maintain both national and international peace and security, the Japanese Government strictly regulates not only weapons but also sensitive goods and technologies convertible to military use. The Foreign Exchange and Foreign Trade Act prohibits exporters or suppliers, including universities and individual(s) regardless of Japanese and foreigners, from exporting any sensitive goods and providing any sensitive technologies controlled by the Japanese law. Regulated export and supply is available only after Government licence. Any export/supply of controlled goods or technologies without licence constitutes a crime with legal penalty applied not only to individual(s) but also to the university concerned.

Security export control involves various activities in academia such as:

  • Shipping controlled materials/samples to other countries
  • Carrying controlled materials/samples in checked or carry-on luggage on foreign travel
  • Providing undisclosed research results or data to "Non-residents"
  • Disclosing controlled equipment to "Non-residents"

 

To comply with Japanese security trade regulations, Kobe University has established the Security Export Control Rules applicable to all university personnel including faculty, staff, students and visiting researchers.
