Preventative Measures Against Infectious Diseases Such As Measles and Rubella

To prevent a possible outbreak of Measles and Rubella on campus, Kobe University requires all students to submit either one of these two certificates:

  1. Vaccination Certificate given to students who were inoculated with measles and rubella vaccines (or MR vaccine) within the last five years
  2. Antibody Test Certificate given to students who display adequate antibody titer in their blood to prevent developing measles or rubella within the last five years.

Students entering in April must submit either one of the above at the routine medical check-up scheduled in early April, while students entering in October must do so at the routine medical check-up scheduled in mid-October.

Both certificates must be issued by an accredited medical institution.

There is no set format for the Vaccination Certificate, as long as it states the type of vaccine used and the date of inoculation. The Antibody Test Certificate however, must state the measuring method and the measured values. [The protective antibody value differs according to the measuring method used (8.0 IgG-EIA method, 128sby PA method, 4s NT method for Measles,and 32sby HI method for Rubella ).]

If your antibody titer level is below these values, please take the required vaccination and submit the Vaccination Certificate. Please ask the doctor to issue you a necessary certificate by showing this notice.

If the antibody titer level is below the requirement yet you cannot be inoculated with one of the vaccines listed above for any reason, please present the document (for example, a certificate issued by the doctor) to explain why.

Students in the Faculty of Medicine, the Graduate Schools of Medicine and Health Sciences must also take antibody tests for chickenpox and mumps (epidemic parotitis) in addition to those against measles and rubella at an accredited medical institution. Take the "Antibody Test Certificate / Vaccination Certificate for Chickenpox and Mumps (Epidemic Parotitis)" form with you to the medical institution and have the doctor fill it out. Hand this certificate into the designated center or office by the deadline listed below.

If antibody tests revealed that you do not have adequate antibody titer in your blood, you are required to take necessary vaccinations by the end of June (October-admitted students in the Graduate School of Medicine must take them by the end of December).

If the antibody titer level is below the requirement yet you cannot be inoculated with one of the vaccines listed above for any reason, please present the document (for example, a certificate issued by the doctor) to explain why.
