◆ Japanese Government Response to Novel Coronavirus (COVID-19)

The following outlines the Japanese Government’s actions in response to the spread of novel coronavirus (COVID-19):         

  1. Limitations of Permission of Entry to Japan
  2. Strengthened Quarantine Measures

◎ Re-entry of Foreign Nationals with Status of Residence

Currently, for the purpose of strengthening border control, foreign nationals who stayed in countries/regions subject to the entry ban within 14 days before applying for entry into Japan come under denial of permission to enter into Japan unless there are special exceptional circumstances.

Following the decision by the Japanese Government on the 29th of July 2020, foreign nationals with status of residence who left Japan with a re-entry permit in order to stay in a country before it was subject to the entry ban, are allowed re-entry from the 5th of August 2020. However, foreign nationals who left Japan for countries/regions after they were subject to the entry ban will not be granted permission for re-entry unless qualifying for special exceptional circumstances.

◎ Process and Required Documents for Re-entry

【Prior to Entry into Japan】

1)The applicant is required to visit a Japanese Embassy/Consulate General in their place of stay to obtain a “Letter of Confirmation of Submitting Necessary Documentation for Re-entry into Japan” (hereafter referred to as “Re-entry Confirmation Letter”)

Required Documents for Issuance of “Re-entry Confirmation Letter”:

  1. Passport with a valid re-entry permit (including special re-entry permit)
  2. Residence card issued by the Japanese authorities
  3. Application Form for the ‘Letter of Confirmation of Submitting Necessary Documentation for Re-entry into Japan’(PDF)
    *This process is free of charge.

Starting Date of Registration:

   From Wednesday, July 29th 2020

(Attention) Please note that the “Re-entry Confirmation Letter” is not issued on the day of application.

Registration is carried out on a first come, first served basis, so applicants seeking reentry are encouraged to register for a “Re-entry Confirmation Letter” as soon as possible.

2)Upon re-entry, a negative COVID-19 test result is required. The test must be conducted within 72 hours before the flight departure time. (“Certificate of Testing for COVID-19” (Word))

(Attention) If your country of stay has a policy of not conducting PCR tests on persons without symptoms, applicants are required to travel to a third country/region in which a PCR test can be obtained, and be tested within 72 hours before departure. If you are struggling to find a testing location by yourself, please consult the Embassy/Consulate General in your country of stay.

【Following Reentry into Japan】

Applicants are required to present a negative COVID-19 test result (or copy) to the quarantine officer when arriving in Japan. After that, please submit the “Re-entry Confirmation Letter” to the immigration officer.

Applicants who cannot submit these documents to the immigration officer, will be denied entry into Japan based on the ‘Ordinance for Enforcement of the Immigration Control and Refugee Recognition Act’.

Please note that the quarantine measures in place are issued by the Japanese Government.

≪For All Entrants to Japan≫

  1. Even without symptoms of illness, be sure to obtain and stay at a place designated by the Chief of the Quarantine Station, such as your homes, for 14 days counting from the day after arrival.
  2. Be sure to arrange a means of private transportation from the airport to the accommodation in Japan. (DO NOT use public transportation.)

    (Attention) Private transportation from the airport to the accommodation must be either your privately-owned vehicle, a rental vehicle, or an approved charter vehicle.
    In the case that you are unable to arrange such means of transportation, you will be required to spend 14 days from the day after arrival in the vicinity of the airport.

  3. Upon entry, a quarantine officer will register your whereabouts for the 14-day period mentioned above and means of private transportation, at the quarantine station.

≪Persons who have visited any country subject to strengthened quarantine within 14 days before arrival≫

In addition to requirements 1~3 above, persons who have stayed in countries subject to strengthened quarantined are required to adhere to the following: 

4. A PCR Test at the airport of arrival.

5. To stay within the airport, or within a facility designated by the Chief of the Quarantine Station, until the test results are issued.

Please note that the duration from arrival to test result issuance is expected to be few hours, but may vary according to the situation.

Even if test results prove negative, all arrivals are required to stay at a place designated by the Chief of the Quarantine Station, such as your homes, for 14 days counting from the day after arrival, and are subject to health checks by public health centers.

◆ Kobe University Response

All persons entering Japan from countries/regions specified as Level One and above by the Ministry of Foreign Affairs "Overseas Travel Safety Information" (including transit) are prohibited from entering the University grounds for 14 days after the day of arrival (15 days in total). Entrants must arrange accommodation off-campus, and must not enter the University grounds, including University dormitories.

In addition to the requirements set forth by the Japanese Government in “Border Enforcement Measures to Prevent the Spread of Novel Coronavirus (COVID-19)”, Kobe University requires entrants to adhere to the following:

  1. As soon as your arrival date is confirmed, please contact and alert your faculty/graduate school.

  2. Prior to your arrival, you must arrange and let your faculty/graduate school know where you will be staying (home, hotel, etc.) for 15 days including the arrival date, and your means of transportation from the airport to said accommodation.

    (Attention) Private transportation from the airport to the accommodation must be either your privately-owned vehicle, a rental vehicle, or an approved charter vehicle.

    In the case that you are unable to arrange such means of transportation, you will be required to spend 15 days (including the day of arrival) in the vicinity of the airport.

  3. For the 15 days including the day of arrival, entrants are required to fill out a daily “Health Checklist”, detailing their physical condition, and to submit this to their faculty/graduate school.

    During this time, if you experience any discomfort (a body temperature above 37.0 degrees Celsius, or any of the symptoms on the checklist), please contact your faculty/graduate school immediately. In such cases, the quarantine period will be extended.

If no discomfort: Once a day (in the morning)

If experiencing discomfort: Twice a day (morning and night)
